Unemployment insurance funds can come from many different sources, but generally, in order to pay for those public programs, tax money is used. In the US, most of the unemployment insurance funds get paid by both state and federal taxes. The exact place where you live might affect these taxes, but generally they are used in order to pay for the unemployment insurance funds. Another major source for such taxes is the employers who often pay a set amount of money for each hour that their employees work. There are also places where the unemployment insurance funds get their taxes from the employees themselves. Another option is to have a private unemployment fund of your own that you will have to support by yourself. This can happen by paying monthly premiums while you are employed.

Another form of compensation (monetary), which is paid by national or local government to people who are currently unemployed, is the unemployment benefit. Different countries have a different way of handling those benefits for unemployment and depending on where you are there might be different requirements to receive such unemployment benefits. ...
... In many countries those benefits get taken care of by the unemployment insurance funds, but there are also countries (such as Australia) that pay for these benefits directly out of their national budget. There is a set amount of money out of the national budget that is allocated especially for such an unemployment fund. In the US, all the states manage their unemployment insurance funds independently. The money for these funds comes from business taxes primarily, but there are states where the employees get taxed directly. Usually, the businesses are required to pay money for their employees, and the amount is determined by how many employees work for the business, their job categories and the amount of hours that they work per week. Different job categories will usually have an amount of payment assigned to them so that the amount of the insurance fund payments can be determined.
In the US, the federal government is another source to pay for the unemployment insurance funds. The money that the federal government gives gets used for three main purposes. These are all related to the wellbeing of the ones who are not currently employed. The money comes from taxes for the biggest part, but there are other sources, too. In most countries, the unemployed are taken care of in some way.

Unemployment insurance funds or A kassen as the Danes call them, can be paid by the government, but there is an option that you choose a private plan for those. It is an optional type of unemployment insurance and in case you are a policyholder, you will be required to pay a premium on a regular basis. These premiums will be the source of the money in the fund and any claims will be taken care of with this money alone. Most of the insurance companies make their profits by getting more money from the premiums than they need to.
