The Group Policy Object Editor Console Troubleshooting Scenarios

An administrator must have both Read permission and Write permission for the n10-004 network to open it in the Group Policy Object Editor console.
A networking problem, specifically a problem with the Domain Name System for details. (DNS) configuration.
This is correct behavior. Group Policy affects only users and computers contained in sites, domains, and OUs. GPOs are not applied to security groups.

Check to see what GPOs are being applied through Active Directory and if those GPOs have settings that are in conflict with the local settings.
Check if Remote Desktop for Administration is enabled by opening Properties For My Computer, selecting the Remote tab, and clearing the Allow Users To Connect Remotely To This Computer check box. Remote Desktop for Administration is not compatible with Offline Files.
Verify that the file or folder is on a network share.

Verify that the folder is redirected Network+ exam successfully and is not local. Then verify that the user has the appropriate file security to read and write to the location where the folder is redirected.
Verify extensions of files to be synchronized.
Use ping to verify that the user can connect to the file share containing the files to be synchronized.
Check the amount of free disk space on the client.
Check user rights and permissions to ensure that the user has the appropriate access.
Verify that the Files Not Cached setting in Computer ConfigurationX Administrative Templates\Network\Offline Files setting is not set to Enable.
A Group Policy setting was applied specifying additional file name extensions that are not synchronized.
Insufficient disk space on the client computer to synchronize files.
Insufficient user rights to read or write the file to be synchronized.
