Construction manager should regulate and teach ethical behaviors to individual's right from the start of the project. To start with, we have to understand why it is important for organizations to follow ethical practices. This is mainly directed towards successful economic growth for both the company and the employees.
The OSHA laws and regulations provide rules and guidelines making the work process safe and keeping health standards on a construction site. Occupation Safety and Health Act (OSHA) and other relevant laws assist the construction manager in giving priorities if decision making might be a dilemma. The OSHA law requires that employers are solely responsible in providing safety and healthy working condition. The mission of this law is to provide and assure a healthy workplace, as well as provide educational outreach and assistance to construction managers.

The law requires the construction manager to keep the construction site free from any recognizable and serious hazards that could compromise the health and safety of workers and other site users. The act requires that it is the responsibility of the employer to initiate and maintain a program that is necessary to comply with responsibilities to prevent accidents. Therefore, the disagreement between the supervisor and the employees should not exist in the first place because the supervisor would want to bend the laws for his own benefits and compromise the safety of workers.
In conclusion, the law maintains that in any aspect of dispute, the written laws are given the highest priority and no other statement or ruling will compromise the written rules. The employees should not overwork in order to meet deadline at the expense of their safety. Therefore, the supervisor should comply with the OSHA rules before making his decision regarding such a case.
