Affordability
Seating for waiting rooms isn't inexpensive. In order to maintain their budget the company that has this kind of business expense wants to buy items that will last as long as you possibly can before needing replaced. Plastic covered chairs can be cleaned thoroughly and therefore are harder to stain than the cloth covered seats are.
The plastic covers also resist tearing for a longer time of time and that means they stay looking better for longer amounts of time. Financially the cloth covered chairs are more expensive to buy and gaze after than the plastic ones are.
