Environmental Compliance Approval (ECA) are individual approvals that are issued by Ontario’s Ministry of the Environment to businesses. Each facility that operates must obtain its ECA from Ontario’s Ministry of the Environment. An ECA is a document that sets out the operational criteria according to which a facility must operate in order to comply with Ontario’s environmental legislation. ECAs can get very complex for facilities that have various changing processes. In such cases, an ECA with Limited Operational flexibility is warranted, under which a facility has a blanket approval for its processes, but it must demonstrate compliance by submitting an annual report on its activities based on the actual production and raw material usage numbers.
