Get in touch with your current provider. Most mobile phone companies have a large selection of tariffs to choose from, and if you find that you are struggling to cope with your current bills, then there may be other tariffs you can switch to. As a contract customer, you will usually have to have been with your current provider for a set period of time before they will permit you to downgrade your contract, but networks are surprisingly helpful on this issue. Basically, they would rather have a little less of your money than none of your money whatsoever.
If this is the case you are basically throwing money away. If you are using only half or less of your monthly usage limits then it is well worth talking to your mobile provider to see if they have a smaller, and cheaper, contract that you can switch to. Or shop around and see if there are any more suitable deals on offer from other mobile retailers.
Another option is pay as you go. Switching to a PAYG plan will work out much cheaper than even the lowest rate contracts and some pay as you go networks even offer their own free minutes and messages to loyal customers.

... you are someone who uses their phone only occasionally, then there is no point spending money on a contract that offers you hundreds and hundreds of free text messages and calls. You will have to buy your own mobile handset to use a pay as you go deal however.
PAYG users can top up when they need to, and by as much as they can afford. You can top up by as little as five pounds at a time, so it really is great for keeping costs down. And you can top up anywhere via your phone, or at most shops and cash machines, so you do not have to worry about ever being stranded without credit.

Holiday SIM cards are a great way to save. You may have to have your phone unlocked to accept one of these, but when you do they offer hugely discounted call and text rates in most countries worldwide.
Vodafone offer great deals on mobiles and sim only deals if you already have your phone of choice.
