Thus, ensuring that the employees are convinced that even their attempts, irrespective of the end result would be recognized would go a long way in encouraging referrals.

Having an employee referral tool in place would ease the referral process. The employees would know all the necessary details hence eliminating any scope of ambiguity. Clarity on the subject would motivate the employees to move ahead with the referral activity.
