Most users play games when they take small journeys in subways or buses. So they do not have enough time to complete big levels of a game. The levels of games should be designed to up in not more than 2-3 minutes. Popular games such as Angry Birds, Fruit Ninja, Doodle Jump, etc have levels that do not require more than 2-3 minutes of play time.

Balance between penalties and awards

Of course, there will be penalties and awards. But you need to keep a proper balance between both. Over penalties will distract users not playing the game because they cannot level up while over awards will just make it dull and boring. So keep a proper balance between of both.
