In order to answer the question who can learn to write, I think that we really only need to think about the first question above. Who wants to be a writer? When you say 'I do', then I would say that that is enough.
It would be very unusual if the skills needed to write and publish good articles could not be learned.
When I say that 'wanting' is enough, I do not mean you just have to think and say it. There is more than enough of the 'wannabe' thinking around. It is mainly among those who feel a sense of entitlement, in today's culture of instant gratification.
No, really wanting to do something means being fully prepared to pay the price. This could well mean giving up other aspects of life, some of which might be more fun or comfortable.
When you decide that you really want something, then the next step is to begin to think about and decide exactly how you are going to get it. This applies just as much to the gaining of a new skill or ability, as it does to deciding to spend your money on something you really want, instead of on that which would not be of as much value to you.

... that writing for others to read is what you want to do, then an obvious place to start is to read some of what other people have already written.
Nowadays, this is just so easy. There is so much to read out there, the main problem is one of how to filter it and find only what you want to spend time on.
Until a few days ago (01 July 2013), I was greatly helped in this task by Google Reader. With it I was able to select the blogs etc., which I wanted to skim or read in detail. Since Google closed this app down, I think I am probably going to be just as happy with feedly.com.
Reading what others are writing and publishing is very helpful, both in seeing other people's writing styles as well as keeping up with what is grabbing the public's interest.
While it is good to take in a wide variety of topics of interest, it would be wise to take particular notice of what is going on in the field you intend to write about.
Once you have done some research of this type, it is time to take the plunge and put together your first article.
Once you have your first attempt completed, you would be well advised to edit and revise, if only to make certain there are no spelling or grammar mistakes, Perhaps you could get a friend or colleague to check it over for you?
While the whole process of writing articles for publishing is quite simple, there are so many factors which make it difficult for most of us. Luckily, there is a tremendous amount of guidance and information available to help.
Just 'Google' the term 'learning to write articles' - then you will really understand the need for filtering information.
Having written, now find an article directory and follow their instructions to publish it.
Once you have done one article, the fear does not necessarily go away completely, but it will never be quite so daunting again.
While we are not all likely to be successful on the scale of someone like JK Rowling (creator of Harry Potter), many of us can produce writing to interest, entertain or inform our readers.
