Even if you have some language knowledge it'll be very difficult to apply it without face time experience in a foreign country. That's why one can teach the foreign speech either by means of communication with foreigners or with a teacher that speaks fluently.
While language learning it's important to understand that it consists both from grammar, words and phrases and idiomatic expressions. It is useless to learn the words separately. One should study idioms. One more tip: it's better to learn language intensively. It's not like studding the volume of material. A foreign language needs habit. Many specialists advice to study some few minutes every day than to do it some hours but once a week.
If you feel like you have forgotten something while studding and you want to fresh your knowledge you will risk to give up learning as that process is too boring.
