One can learn reading well but turning the radio or TV on he won't understand anything. That's why it's very important both to learn and to practice. Any language studding process can be divided into three parts:

oral speech;
aural reception;
reading and comprehension.

To learn good reading one should read as much books, newspapers, magazines and booklets as it is possible. To train aural reception it's better to listen to the radio and to watch TV. For good oral speech one needs speak with everybody. You can learn a foreign language for years but if you don't practice you won't become proficient in it. There are loads of methods to be applied while language learning, but most of them have some shortcomings - there is no practice of the studded material use in speech. A great number of methods just only help to improve one's knowledge and all that jazz.
Even if you have some language knowledge it'll be very difficult to apply it without face time experience in a foreign country. That's why one can teach the foreign speech either by means of communication with foreigners or with a teacher that speaks fluently.
While language learning it's important to understand that it consists both from grammar, words and phrases and idiomatic expressions. It is useless to learn the words separately. One should study idioms. One more tip: it's better to learn language intensively. It's not like studding the volume of material. A foreign language needs habit. Many specialists advice to study some few minutes every day than to do it some hours but once a week.
If you feel like you have forgotten something while studding and you want to fresh your knowledge you will risk to give up learning as that process is too boring. Try to catch information at one push and be in advance trying not to stop. Don't worry about your pronunciation, it will improve with practice.
