The law in Scotland is very well known as the Scots Law and has its roots in the Celtic law. This Scots law blog is of much importance.
Around the mid tenth century however, it was particularly revised and influenced by canon law and the feudal law. Later King David I very particularly instigated the use of the sheriffs and other institutions along with other facets of the Anglo-Norman law. In more of the modern times, Scots law has been brought more into line with the laws of England and Wales, but retains it has fundamental differences. The treaty of the Rome has also meant that European laws now influence the Scots law as it does the rest of the United Kingdom.
The Scottish Parliament has the massive powers over certain areas of the Scottish legal system such as the environment, education, health, local government and criminal justice, but Westminster (the UK parliament) retains the power over such areas as the defence, economic policy, international relations, drug laws etc.

The government feel that people do not listen to the law properly, and it is found that not wearing a seatbelt is causing the fatalities and the injuries all over the country, regardless of the particular law.
