However, the procedure tends to change a bit, depending on the nature of document. In case of Indian educational certificate attestation, the document first gets attested by the notary of the state in question. The document then goes for attestation to the HRD or GAD or RAC department of that very state. This document is then attested by Ministry of External Affairs, located in New Delhi. After these three attestations, the document goes to the Embassy of UAE for authentication, and finally, to the Ministry of Foreign Affairs of UAE, thus, concluding the procedure.

When the document in question is an Indian non-educational certificate, the process tends to differ a bit. While it definitely goes to the notary of that specific state for initial attestation, the document goes to the Home department or GAD department of that particular state. Rest of the attestation is same as above where for subsequent attestations it goes to Ministry of External Affairs, New Delhi, then to embassy of UAE, again situated in New Delhi, and then finally to Ministry of Foreign Affairs in UAE.
