The latter represents the power a mechanical system requires for its smooth functioning while the former reflects actual power flow. The idea behind use of this power factor mechanism is to bring down a reduction in resistance of flow of power. In order to make an improvement in power factor, change of current and voltage is required and these capacitors do exactly this.
