If your goal is to find the most affordable cheap travel options, including cheap airplane tickets, discount hotel rooms, discount travel packages, and cheap vacation packages, then you should consider traveling to a destination during its slow season when you can find the absolute cheapest prices.

The following are budget friendly spring off-peak destinations recommended by Smarter Travel:

• Tallinn is the capital city of Estonia, one of Europe’s smallest countries. Spring is when pleasant weather arrives and there are lots of calendar events including the Tallinn Flower Festival, Tallinn Music Week, and Tallinn Day.

Tallinn is one of Europe’s most affordable destinations with accommodations averaging around $94 per night. Flights to Tallinn tend to be expensive except during the spring when round trip flights to Tallinn from New York’s JFK Airport start at $734 in April.

Istanbul (as well as other Turkish cities and towns) has become more affordable to visit because the Turkish railway has joined Eurail. Budget friendly Eurail Global Passes and Select Passes are one of the most cost effect ways of visiting many parts of the Europe.

• Sao Paulo is Brazil’s largest city and is becoming easier to get to as a result of U.S. Airways launching new Sao Paulo service from its biggest U.S. hub, Charlotte, this spring. Sao Paul is making significant improvements to its infrastructure and will introduce free public Wi-Fi in mid 2013.

Spring is the time to visit this city before it becomes so crowded. Round trip flights to Sao Paulo cost $1,300 and up through much of the year, but flights in May start at $953.

• Rhode Island is home to grand mansions that sit beside the ocean and opulent hotels that evoke a bygone era. Accommodations in some of Rhode Island’s best historical hotels are extremely expensive during the summer season. Spring is when more affordable rates can be found.

The Vanderbilt Grace, a Newport mansion build by Alfred Gwynne Vanderbilt at the turn of the century, goes for $520 a night in June vs. $350 per night in April. Even greater savings can be had at the famous Ocean House, about an hour’s drive from Newport, where a standard queen room costs $425 a night in mid April vs. about $800 over the summer. This hotel recently was given a $140 million facelift, overlooks a private beach, and is Rhode Island’s only AAA Five-Diamond hotel.

• Bermuda’s high season starts in spring, usually in April. However excellent deals can be found, including cheaper accommodations, from late March through the beginning of April. Many hotels are offering free night deals for people who stay three to five nights.
