People often think of Human resource as the department responsible exclusively for dealing with the workers’ salaries and wages, and the place where the dismissals are executed; basically, not-so-important department. But the government thinks otherwise. Part of the campaign is the introduction of a new scholarship which will make Human resource as a vital subject to study as compared to accounting and finance which led to becoming a certified public accountant. Investments would be made to develop a rich human capital in Singapore which would then work in collaboration with the government, businesses and intellectuals in Singapore to meet up the growing market trends and opportunities in Asia. This is also keeping in view the immense business opportunities in Singapore. As for the practical implementation of these plans, the Ministry of Manpower (MOM) has set up a National Human Resource Scholarship Programme for the best HR students. This scholarship will be awarded to the top 6 students from various businesses schools. This will cover their fees and meet expenses such as overseas training programmes. A regular stipend will also be allocated to the students which will be paid in the duration of their training. Plus, they will give a job immediately after they graduate for instance, in Singapore consultancy services.

Yesterday at the same Summit, Tan Chuan- Jin, Minister of State for Manpower and National development awarded this scholarship to five students, who were given employment in firms like Keppel Group, SingTel, CapitaLand, Sakae Holdings et cetera. The Minister believes that these graduates will contribute richly in changing the face of HR in Singapore and more and people would consider Human resource as a viable career similar to being a certified public accountant.

Tan Seng Chai, HR officer of CapitaLand, commented that this scholarship programme is great way to bring out real young talent. He said over the years, a huge number of HR personnel have become key decision makers in the business and efforts such as the one mentioned here will be crucial to develop skills in the workforce of Singapore. Along with all rewards mentioned above, Mr. Goh also revealed that MOM also offers National Human resource Book Prizes to outstanding students.

He told the Summit that many HR departments have turned to Singapore now. One of them is the Chartered Institute of Personnel and Development (CIPD) which Europe’s biggest HR company and there office in Singapore is the first outside of England. Their presence will benefit business opportunities in Singapore as they conduct research and carry out programmes. Another HR firm, RBL opened an office in Singapore. Some Japanese firms also followed suite. Mr. Goh stated that Singapore is a place where international companies can create their HR headquarters.
