A Look At The Various Components Of Housing Problems

The government policy in the housing has been lukewarm even so many years after independence because of the crash crunch. However with the population expanding at a break neck speed housing has now become a serious issue. Besides being a basic human right, housing also ensures the productivity of labor.

Various Government Housing Bodies
The government has from time to time been setting up housing schemes which have helped to solve the housing issues though not sufficiently well. The National Building Corporation NBCC and the National Co-operative Housing Federation of India are two housing bodies that were set up in the 1960s in an attempt to resolve the housing problem. Since then the government has set up many more housing bodies to look into issues that are faced by the housing sector. HUDCO a fully owned government enterprise was set up in 1970. The National Institute of Urban Affairs was set up in 1976. Urban Housing Programs
With its vision of creating a surplus of housing stock so that an additional two million dwellings could be made each year in keeping with the goal of the National Agenda for Governance, in 1998 a brand new Housing and Habitat Policy was approved and placed before Parliament. Mega cities like Mumbai, Kolkata, Chennai, Hyderabad and Bangalore all have in place since 1993-94 an Infrastructure Development scheme which was possible with the economic reforms.

The Urban Land (Ceiling and Regulation) Act was promulgated in 1976 but after adopting the National Housing and Habitat Policy in 1998, an ordinance was notified on 11 January 1999 repealing the Act. Another notable initiative taken by the government was the Accelerated Urban Water Supply Programme which was launched in 1994 with the aim of providing safe drinking water in adequate measure to towns with a population less than 20,000.

Some Innovative Government Schemes
In addition a pilot project known as the Urban Mapping Scheme was launched during the Eighth Five Year Plan. In the course of this Five Year Plan a total of 50 towns in different states were selected and the National Remote Sensing Agency completed aerial mapping and photography of 47 towns. Another important programme is The Scheme of Integrated Development of small and medium towns or IDSMT. This scheme aims at creating infrastructure in regional growth centres and is intended to provide low cost sanitation so that scavenging is a thing of the past. Since 1999, the scheme has covered 945 towns spread across 25 states and 5 union territories. The monetary assistance given in 1999 by the Centre for this scheme was Rs.345.30.

Implementation of Ninth Five Year Plan for Housing
The Ninth Five Year Plan has committed resources for providing housing to marginalised sections of society such as families below the poverty line, SC/ST categories and the disabled. Panchayati Raj Institutions and Urban Local Bodies have been entrusted with the responsibility of implementing the programme. The Ninth Plan aims at supporting the objectives of the National Housing Policy. The NHP reflects India's commitment to providing sustainable housing for both the urban and rural poor. The Ninth Plan would support easy and composite availability of credit, modifications to the master plans of cities and to land use where necessary, so that the Plan targets are met. The target for the period 1997 to 2002 was set at 7 lakh additional dwelling units.
