There is no way to tell if the stair lift was used properly, installed/un-installed properly, or even if it works at all. With all that is riding on the stair lift, both physically and literally, it is much better to buy it from a certified dealer. You can still save thousands by purchasing a used stair lift, but if you buy it from a reputable dealer than you are assured that it has been thoroughly refurbished, inspected, tested, and is completely reliable.
