There is nothing negative about a negative wing as far as its effectiveness is concerned. Then why is it called a negative wing? Well it is actually a negative lift wing which produces a downward force instead of an upward force. You may again then ask why is it referred to as negative lift instead of as a positive push down? Well that is because wings were first seen on birds and aircraft where the primary purpose is to create an upward force called a lift.
Of course you can then ask the question that it makes sense to push an aircraft or a bird upwards with a lifting force but how can pushing a vehicle down be useful? Shouldn't that in fact make it harder for the vehicle to move forward? To answer your second question first, the negative lift on the car is not such a large force that will make it difficult for the car to move forward. It is a moderate force that is required because at a high speed a car tends to start to lift off the ground. This reduces the traction that the tires can get.
