If they require you to work with a specific version of software, it potentially be up to you, as a telecommuter, to buy the tool on your own though this is typically rare.
While it may not seem like a good job, telecommuting is a wonderful career for individuals with writing, programming, and organizing skills. Winning bids on projects may appear unpleasant to you, you should find that your abilities and skills are in demand after you get positive commentary on your work. That should allow you to charge greater fees for your work and make even more money.
