In 1997, the European Commission (EC) adopted a proposal for a Directive to set forth requirements for EU Member States to encourage prevention of waste from end-of-life vehicles; to re-use, recycle and other forms of recovery of vehicle that have reached the end of their useful life, also known as End of Life Vehicles (ELV’s) and their components and ban certain hazardous substance; to improve environmental performance of all operators involved in life cycle of vehicles and to encourage producers to design new vehicles considering their end-of-life treatment. This End-of-Life Vehicles Directive, a regulatory framework for vehicles was officially adopted and came into force on the 21 October 2000.

It is applicable to the Member States of European Union and at present a majority of them have ratified the ELV Compliance . The ELV Directive does not set common EU-wide standards and systems for ELV collection and treatment but leaves it to Member States to define how the prescriptions of the ELV Directive should be implemented in their territory. Today, recycling of ELV is driven not only by economic and technological factors but also by social and environmental concerns. In other words, the automobile industry is shifting toward sustainable waste management. It is primarily the customer’s will which defines a given vehicle an end-of-life vehicle. However, in certain cases a vehicle is considered end-of-life simply due to the condition it is in.
