- What is a Certificate of Approvals (C of A)?
A C of A is a document that specifies how your equipment/facility is to be operated. It describes the equipment or processes, operational, maintenance, and documentation requirements that you have to comply with.
- Who issues the C of A?
Ontario Ministry of Environment (MOE) issues the C of A.
- What has to be submitted to get a C of A?
MOE requires completion of a number of forms and documents, including an emission modelling printouts, and a final report that must demonstrate compliance for the facility.
- What if I do not apply to get my C of A?
If the facility does not have a current C of A, it can result in MOE inspections, MOE orders and MOE fines.
- What are Air Emissions?
Air emissions refer to all contaminants that are discharged into the environment from the facility like products of combustion, and any other process and equipment related discharges from the facility.
- What is Dispersion Modelling?
Dispersion modelling refers to computerized estimation and what quantity the maximum concentration of contaminants will be that is resulted from the operation of the facility, and where this concentration occurs.
- What is an Emission Summary and Dispersion Modelling (ESDM) report?
An ESDM is a report that puts together the results of the dispersion modelling and calculates the total concentrations of each contaminant, and must demonstrate that this concentration is below MOE regulation.

- What about Noise Emissions?
Noise emissions refer to any noise that is generated by the equipment and the processes in the facility. The noise generated by the equipment must also comply with MOE noise regulation.
- What is an Acoustical Assessment Report (AAR)?
An AAR is a report that documents measured sound levels and demonstrates that all sound levels generated from the facility are below the MOE regulation.
- When is an Acoustical Assessment Report (AAR) required?
If the facility is too close to a residence, and the noise levels from the facility are above the MOE regulation.
- What is a Site Wide C of A?
A site wide C of A lists all equipment that is operating. Any changes to the equipment requires an amendment to the C of A.
- What is a Comprehensive C of A?
A comprehensive C of A lists the processes at the facility and not the individual pieces of equipment. A comprehensive C of A allows for equipment changes, but does require annual reporting to MOE.
