In any country and any era, charity belongs to social autonomous organization. This means that charity is neither governmental organization nor profit-making institution. To take its social responsibility, charity needs to obtain resources including human resources, funds, and materials. However, the way it obtains these resources is quite distinct from the government, which includes no enforcement. And its operation manner is different from business organizations, which will not consider charity activities as business.

Indeed, charity is closely tied up with government and enterprises. But it will constantly draw a clear line between the two. It will function in the space between the two and its operation completely depends on people’s empathy and dedication. And only when charity separates itself from government and enterprises can it win the trust and dedication from people.

Nevertheless, in the past several decades, charity has never completely drawn a clear line between the two. On the one hand, it is enslaved to laws and regulations. On the other hand, the relationship between charity and for-profit organizations ...
... and activities is unduly close.

The above two phenomenon make the public be confused with the nature of Chinese charity. People cannot help doubting that whether charity is an independent and autonomous social organization or not. People have to doubt that it might be controlled by power and corrupted by money. Such confusion and doubt undoubtedly erode people’s trust over charity, thus people feel it reluctant to dedicate resources to it.

The only way for charity to win back the trust from the public is to find its role while drawing a clear line between government and enterprises. For one thing, it should operate independently and separate itself from executive departments. For another, it needs to resist the temptation of commercialization. By doing this, charity can regain its role as an autonomous social organization.
