CEE, established in 1955, referred to as College Entrance Examination, is the major standard of entering and selecting a college for high school students, and one of the national examinations of the PRC.

Awarded Marks in CEE is dependently to give those certificated students an addition of 10 or 20 marks to total score in CEE, including physically, art, science skilled students, minority students, children of overseas Chinese, and children of martyrs, etc. It is established to remedy disadvantages in CEE system. It is expected to promote development of comprehensive quality in the current exam-oriented education system. Due to unfairness up to a point, there are arguments that whether it is necessary or not never suspended.

It is proverbially known that winning an International Olympiad has been a valid way to be recommended for admission to a prestigious university. Yet such way has been severely criticized by experts for years. Due to imprecision of the design of the system, ineffective supervision and constraints of authority, and opacity and undeclared progress, the policy has gone out of its way in some area and become a personal-gain-seeking tool for some people. Especially some parents and students practice fraud and violate law and discipline for getting awarded marks, which seriously damaged the fairness and justice in education and leads to a strong social reaction.

Ministry of Education, State Ethnic Affairs Commission, Ministry of Public Security, the State Sports General Administration, China Association for Science and other departments have jointly issued a document to normalize and adjust these items of awarded marks including International Olympiad, part of the tech race and sports talent students. By 2014, International Olympiad will basically break up with the CEE.
