When you come off the accelerator the throttle butterfly is closed and this boost has no escape route so backs up through the intercooler causing back pressure on the turbo which tries to stop if from spinning. The main goal for installing a dump valve is to protect the turbocharger, and to date, it has not been shown to increase power.
