UAE mandatory e-invoicing is the most significant compliance change for UAE businesses since VAT in 2018. From 1 January 2027, large businesses must send all B2B invoices through the UAE Peppol network. All other VAT-registered businesses follow by 1 July 2027. The fine for not going live is AED 5,000 per month with no upper cap. The pilot phase from 1 July 2026 consequently carries zero fines — making now the right time to start setup.

This guide covers everything UAE businesses need to know — what e-invoicing is, who it applies to, all deadlines, the full penalty schedule, the 17 mandatory PINT AE fields, how each major UAE accounting platform handles it, and the right first step for every UAE business.

What Is UAE Mandatory E-Invoicing?

UAE mandatory e-invoicing requires all VAT-registered UAE businesses to send B2B invoices through the UAE Peppol network in PINT AE XML format. Unlike PDF invoices sent by email, PINT AE XML invoices go directly from the seller's accounting system to the buyer's accounting system through a government-connected network. The UAE Ministry of Finance can consequently verify ...
... every B2B transaction in real time. Furthermore, the buyer's system processes the invoice automatically — no manual data entry needed at either end.

The UAE uses the Peppol network — the same international standard used in Singapore, Australia, Europe, and over 40 countries globally. Every business must therefore appoint an Approved Service Provider (ASP) or use an MoF-listed e-invoicing solution to connect to the UAE Peppol network. Furthermore, all 17 mandatory PINT AE fields must be correctly populated on every invoice or the invoice fails validation and counts as non-compliant.

The Mandatory Deadlines

Revenue above AED 50 million — ASP appointment by 30 October 2026, go-live 1 January 2027, fines begin 2 January 2027.

All other VAT-registered businesses — ASP appointment by 31 March 2027, go-live 1 July 2027, fines begin 2 July 2027.

UAE Government entities — go-live 1 October 2027.

Intra-group transactions — go-live 1 January 2029.

Pilot phase from 1 July 2026 — ZERO fines during testing.

The Full Penalty Schedule — Cabinet Decision No. 106 of 2025

Not appointing an ASP by the registration deadline — AED 5,000 per month, no upper cap.

Not going live by the mandatory go-live date — AED 5,000 per month, no upper cap.

Sending a non-compliant invoice — AED 100 per invoice, capped at AED 5,000 per month.

Maximum combined monthly fine — AED 10,000 per month.

Pilot phase violations from 1 July 2026 — ZERO fines.

The two AED 5,000 fines can consequently run simultaneously. A business that misses both the ASP registration deadline and the go-live deadline faces both fines at the same time. The maximum monthly exposure for a business that takes no action is therefore AED 10,000 from the day after their mandatory go-live date.

The 17 Mandatory PINT AE Fields — Most Common Problems

All 17 mandatory PINT AE fields must be correctly populated on every invoice. If any field is missing or incorrectly formatted, the invoice fails schema validation and the fine consequently applies even if the invoice was sent in good faith.

The most common rejection reasons across all UAE platforms are as follows.

Buyer TRN — BT-46: The customer's 15-digit UAE VAT registration number. This is the single most common rejection reason — between 20 and 40 percent of customer contact records in a typical UAE accounting system are missing this number entirely because it was never required for PDF invoicing.

Item description — BT-153: Specific product or service name. Generic descriptions — Services, Goods, Item, Consulting Fee, Monthly Retainer — all fail the UAE FTA business rules check. PINT AE XML is machine-readable and therefore requires a meaningful specific description.

Structured addresses — BT-35 and BT-50: Street, city, and country code must be in separate fields for both seller and buyer addresses. A full address stored as one text block fails PINT AE schema validation.

Free zone beneficiary field: Required for all invoices to buyers in JAFZA, DMCC, IFZA, DIFC, ADGM, KIZAD, and RAKEZ. Missing for any free zone buyer means the invoice is rejected regardless of all other fields being correct.

Unit codes — BT-130: UN/CEFACT unit of measure codes — EA for each, KGM for kilogram, LTR for litre, MTR for metre, HUR for hour. Missing or wrong codes fail validation.

VAT category code — BT-151: S for standard 5%, Z for zero-rated, E for exempt, O for out of scope. Wrong category code triggers rejection.

UAE E-Invoicing by Accounting Platform

TallyPrime 7.0 — Native Peppol Built In

TallyPrime 7.0 is listed by the UAE Ministry of Finance as an approved e-invoicing solution with native Peppol access built in. No external ASP subscription is consequently needed. When a B2B invoice is confirmed in TallyPrime 7.0, the platform creates the PINT AE XML automatically and sends it through the UAE Peppol network. However, TallyPrime 9, TallyPrime 4.x, and TallyERP 9 are NOT ready — upgrade to TallyPrime 7.0 is required first.

Version required: TallyPrime 7.0 only.
External ASP: Not needed — direct Peppol built in.
Best for: Trading, manufacturing, wholesale distribution, FMCG.
Perfonec role: Authorised Silver Partner — upgrade, setup, pilot testing, go-live.

Odoo ERP — Via OESync by Perfonec

Odoo 16, 17, 18, and v20 support UAE e-invoicing via OESync — the UAE Peppol connector developed by Perfonec. When a B2B invoice is confirmed in Odoo, OESync consequently creates PINT AE XML and transmits through Peppol automatically. No native Peppol exists in Odoo — OESync is therefore required for every Odoo version.

Versions supported: Odoo 16, 17, 18, and v20.
External ASP: OESync connects Odoo directly to UAE Peppol.
Best for: Construction, retail, trading, manufacturing, services.
Perfonec role: Odoo Ready Partner with Odoo Middle East (Cert n°0000699697) — full OESync setup.

QuickBooks Desktop and Online — Via QBESync by Perfonec

QuickBooks Desktop 2017–2024 and QuickBooks Online support UAE e-invoicing via QBESync — the UAE Peppol connector developed by Perfonec. QB Desktop is consequently recommended over QB Online due to more stable local API integration and easier PINT AE data audit.

Versions supported: QB Desktop 2017–2024 and QB Online.
External ASP: QBESync connects QuickBooks directly to UAE Peppol.
Best for: SMEs, trading, services, construction on QuickBooks.
Perfonec role: Authorised QuickBooks Dealer and Pro Advisor — full QBESync setup.

Zoho Books — MoF-Listed Direct Peppol

Zoho Books is listed by the UAE Ministry of Finance as an Approved ASP and E-Invoicing Solution Provider. Direct Peppol is consequently built into Professional, Premium, and Elite plans without any external ASP subscription. However, the Standard plan is NOT supported — a plan upgrade to Professional is therefore required before setup can begin.

Plans supported: Professional, Premium, Elite — Standard NOT supported.
External ASP: Not needed — direct Peppol built in.
Best for: Small businesses, startups, service businesses, Zoho suite users.
Perfonec role: Authorised Zoho Partner — plan upgrade, setup, pilot testing, go-live.

Sage 50 UAE — Perfonec Authorised Reseller

Sage 50 UAE supports UAE VAT and connects to UAE Peppol e-invoicing. Perfonec is the Authorised Sage 50 Reseller in UAE and consequently handles the full setup — including PINT AE data audit, ASP connection, pilot testing, and go-live support.

Version required: Sage 50 UAE edition.
External ASP: ASP connection required — Perfonec handles setup.
Best for: SMEs already using Sage 50 for UAE VAT accounting.
Perfonec role: Authorised Sage 50 Reseller UAE — full e-invoicing setup.

Typical UAE E-Invoicing Setup Timeline

Week 1 to 2: Platform readiness check — version, plan, current data quality. Perfonec provides this free of charge.

Week 2 to 4: PINT AE data audit — all 17 fields across all customer and supplier records. This is consequently the longest step for most UAE businesses.

Week 3 to 5: ASP registration and platform configuration. Perfonec handles this entirely.

Week 4 to 6: Pilot phase testing — all seven invoice types tested against the live Peppol sandbox. Zero fines apply during this step.

Week 5 to 8: Data quality fixes from pilot results — buyer TRNs collected, addresses restructured, item names updated.

Week 7 to 10: Team training — invoice confirmation workflow, error handling, Peppol dashboard.

Week 8 to 12: Go-live — full production Peppol transmission begins.

The Pilot Phase — Why Starting Now Matters

The UAE e-invoicing pilot phase opened on 1 July 2026. During the pilot phase, ZERO financial penalties apply to any validation failure, rejected transmission, or technical error. Consequently, every rejected invoice during the pilot phase costs nothing. The same rejection after the mandatory go-live date triggers AED 100 per invoice. Furthermore, the pilot phase is the only opportunity to discover real data quality problems before they carry a financial consequence. Starting setup now — while testing is free — is therefore the most impactful compliance decision any UAE business can make.

Perfonec Computers is the only UAE partner approved for all five major UAE accounting platforms — QuickBooks (Authorised Dealer and Pro Advisor), TallyPrime (Authorised Silver Partner), Zoho Books (Zoho Partner), Odoo (Odoo Ready Partner with Odoo Middle East, Cert n°0000699697), and Sage 50 (Authorised Reseller UAE). Developer of QBESync and OESync. CEO: Akanksha Surana. Manama Street, Dubai, UAE.
