Buyers looking at dholera plots for sale often find the listings easy to browse but hard to verify. Prices vary widely, brochures look alike, and many sellers promise quick appreciation. Dholera is a planned smart city in Gujarat, so the opportunity is real, but a plot that looks good on paper can still carry legal or zoning problems. This guide walks through the checks that matter most before you transfer any money.

Why Buyers Are Looking at Dholera

Dholera sits in the Dholera Special Investment Region (SIR), about 100 kilometers from Ahmedabad. The government designated it as a greenfield industrial and residential hub, with planned roads, utilities, and commercial districts laid out before large-scale construction. Projects such as the Ahmedabad-Dholera Expressway, the international airport, and semiconductor manufacturing plans have drawn attention from investors and end users.

That attention has also drawn sellers who market land with little connection to the actual project. Your job as a buyer is to separate plots inside the planned area from plots that only sit nearby.

Confirm the Plot Is Inside ...

Start with location. The SIR covers 22 villages, and only land within the notified boundary falls under the development authority's plans. A plot in a neighboring village may be cheaper, but it will not receive the same infrastructure or planning protections.

Ask the seller for the survey number and block number, then check them against the official SIR map. The Dholera Special Investment Region Development Authority (DSIRDA) can confirm whether the parcel is inside the notified area.

Check the Town Planning Scheme

Dholera land is organized through Town Planning (TP) schemes. Each scheme sets out road widths, public spaces, and how original plots are reshaped into final plots. Find out which TP scheme covers your plot and whether it has been sanctioned, since a sanctioned scheme gives you a clearer picture of the final plot size and location.

Verify the Zoning

Zoning decides what you can build. A residential plot cannot be used for a warehouse, and an industrial parcel will not support a home. Match the zone shown in the development plan with what the seller is advertising. If the listing says residential but the plan shows a green belt or a road widening, walk away.

Verify Title and Land Records

A clean title protects you more than any promised return. Gujarat maintains its land records online, and you can pull most documents yourself. Ask for the following and review each one carefully:

7/12 extract (Satbara Utara): shows the current owner, land type, and any loans or disputes recorded against the plot.
8A extract: lists the holdings of the landowner in the village.
Village Form 6 (mutation entries): records changes in ownership over time.
Encumbrance certificate: confirms there are no mortgages or pending legal claims.
Title search report: prepared by an independent lawyer, covering at least the last 30 years.

Names on these documents should match exactly. A spelling difference or a missing mutation entry can delay registration later, so raise it before you sign anything.

Understand Land Tenure and Farmer Status

Gujarat classifies land as old tenure or new tenure, and the difference affects how easily you can buy and sell. Old tenure land can generally be transferred without special permission. New tenure land needs approval from the district collector before a sale goes through.

Agricultural land raises a separate question. Under Gujarat law, agricultural land can normally be bought only by a person who qualifies as a farmer. Many Dholera plots are sold after non-agricultural (NA) conversion, which removes this restriction. Ask for the NA order and confirm it covers the exact survey number you plan to buy. If the seller says conversion is "in process," treat the plot as agricultural land until the order is in your hands.

Review the Developer or Seller

Some Dholera projects are sold by established developers and others by small brokers. The paperwork should look the same either way, but the accountability does not. A registered developer has a track record you can check, a physical office, and a legal identity you can pursue if something goes wrong.

Look at completed projects and speak with earlier buyers where possible. Confirm whether the project is registered with Gujarat RERA, and read the registration details yourself instead of relying on a number printed in a brochure. RERA registration gives you access to a formal complaint process and requires the developer to disclose timelines and approvals.

Check Infrastructure Progress on the Ground

Brochures show finished roads and lit boulevards. The site may show something different. Visit in person, or send someone you trust, and note what actually exists. Look for internal roads, water and drainage lines, electricity connections, and street lighting near your plot.

Progress in Dholera is uneven, so some sectors are far ahead of others. Compare the ground reality with the timeline the seller gave you. A plot that will take many years to connect to services may still be a fair purchase, but the price should reflect that wait.

Compare Pricing Before You Commit

Prices for dholera plots for sale differ based on distance from the expressway, zoning, plot size, and how close the area is to active development. Get quotes for at least three comparable plots in the same zone before you negotiate. A price far below the market average usually signals a problem, whether it is a title dispute, a poor location, or hidden charges.

Ask for a full cost breakdown. Beyond the base price, you may pay for stamp duty, registration, legal fees, and development or maintenance charges. Written figures prevent surprises at the time of registration.

If you plan to resell, think about who your future buyer will be. Plots with clear titles, approved conversion, and good road access are easier to sell, and they hold value better when the market slows. Speculative plots with unclear paperwork can sit unsold for years.

Before You Pay the Token Amount

Take your time with the final steps. Have a lawyer review the sale deed draft, confirm that the payment schedule is documented, and make all payments through traceable banking channels. Avoid cash deals, and keep copies of every receipt and agreement.

A careful buyer who checks the boundary, the title, the tenure, and the developer ends up with a plot that holds up under scrutiny. The checks take a few weeks, and they cost far less than fixing a bad purchase.
