Commercial facilities that have not invested in EMP specific test capability and the expertise to use it correctly do not produce the test results that defense procurement and critical infrastructure hardening programs accept as valid evidence of compliance.

The laboratory's accreditation scope, its specific equipment inventory for EMP testing, and the experience of its technical staff with the applicable military standards are the verification that a testing laboratory brings genuine EMP testing capability rather than an adjacent capability that approximates what the testing actually requires.
