Ontario is preparing to introduce major reforms to its immigration system through the Ontario Immigrant Nominee Program. One pathway will focus on higher-skilled occupations classified under TEER 0 to TEER 3 categories, while the second pathway will target occupations under TEER 4 and TEER 5 categories. This approach aims to simplify the immigration process for both employers and applicants while ensuring that labour shortages are addressed across different skill levels.

In phase two, Ontario plans to introduce three completely new immigration streams. These include a priority healthcare stream, an entrepreneur stream, and an exceptional talent stream. The healthcare stream is expected to attract healthcare professionals needed to support Ontario’s growing healthcare sector. Meanwhile, the exceptional talent stream may focus on attracting highly skilled individuals capable of contributing to innovation, technology, and economic growth within the province.

Another important feature of the proposed reform is the expansion of targeted immigration draws. Ontario may now conduct both general and targeted draws under all immigration streams. Candidates may be selected based on factors such as education level, field of study, language proficiency in English or French, work experience, earning history, and intention to settle outside the Greater Toronto Area (GTA).

Ontario’s increased focus on regional immigration reflects the province’s goal of encouraging newcomers to settle in smaller cities and communities where labour shortages are more prominent.
