MP-Linked Company Received K9.7 Million but Delivered Nothing, Parliament Hears
Zambia’s public procurement system is once again under the spotlight after Member of Parliament Binwell Mpundu disclosed that a company connected to a serving lawmaker received K9.7 million in public funds but did not deliver any goods under a major government agriculture programme.
The revelation was made during debate on the Auditor General’s 2024–2025 report in the National Assembly.
Mpundu said the report shows a recurring pattern in which contractors win government contracts, collect large advance payments, and later abandon the projects without completing the work.
He told Parliament that more than K12 million paid to contractors whose contracts were eventually terminated has not yet been recovered.
Food Security Pack Programme Raises Questions
The most politically sensitive issue involved the Ministry of Community Development’s Food Security Pack Programme, which is designed to provide fertilizer, seed, and other farming inputs to vulnerable households.
According to Mpundu:

... suppliers were awarded contracts worth K1.469 billion.
K923 million was paid as advance payments.
Transseed Zambia Limited received a K31 million contract.
The company was paid K9.7 million upfront.
No supplies had been delivered by the end of 2025.
Mpundu further stated that Transseed Zambia Limited is owned by a sitting Member of Parliament, although he did not reveal the name of the lawmaker due to parliamentary rules.
This disclosure has raised fresh concerns about conflict of interest and accountability in the use of public resources.
GNM Projects Limited Also Named
Mpundu also cited GNM Projects Limited as an example of repeated contract failures.
The company reportedly received K3.3 million to construct the Mbaswa Dam but did not complete the project.
Despite this, it later secured another contract worth K3.3 million to build a palace in Chief Mwamba’s area and received an additional K1.48 million advance payment before abandoning the work once again.
Calls for Investigations
Mpundu urged law enforcement agencies to take action based on the Auditor General’s findings.
He said authorities should not wait for formal referrals when the evidence is already available in public reports.
He also called for:
Recovery of all unrecovered public funds
Blacklisting of defaulting contractors
Criminal investigations where necessary
Importance of Accountability
The affected projects were intended to benefit ordinary Zambians through food security, infrastructure development, and community support.
When contractors fail to deliver after receiving taxpayer funds, essential public services are delayed and confidence in government institutions is undermined.
