Who helped push New Zealand Rugby toward making smarter, more flexible decisions at a crucial time. Right now, however, the situation is far from ideal. Under the current rules, first five-eighth Richie Mo'unga and blindside flanker Shannon Frizell are not eligible to play for the All Blacks again until October.

That timeline could become a serious issue as the national team prepares for one of its toughest overseas tours and builds momentum toward the next Rugby World Cup. Last year, when Mo'unga announced ...
... that he had agreed to a deal with New Zealand Rugby that would keep him involved through to the end of the Rugby World Cup 2027 in Australia.

The governing body took a firm stance during negotiations. Mo'unga, who currently plays for Toshiba Brave Lupus Tokyo in Japan, was told that he would need to return to New Zealand. And represent Canterbury in the National Provincial Championship (NPC) before becoming eligible for All Blacks selection again.

Rugby World Cup: Contract Conditions Delay All Blacks Comeback

Frizell, who also plays for the same Japanese club, now finds himself in a very similar position. On Tuesday, he confirmed that he had signed an 18-month contract with New Zealand Rugby, as well as regional teams Tasman and the Highlanders.

Like Mo'unga, Frizell must first complete a domestic season with Tasman in the NPC before he can add to his total of 33 Test caps for the national team. The motivation behind both players returning to New Zealand is clear to everyone involved. They want to play their part in helping the All Blacks reclaim the Webb Ellis Cup at the next Rugby World Cup in Australia.

Their commitment to coming back shows their ambition and loyalty to the national side, but at the moment. New Zealand Rugby appears to be standing firm behind strict eligibility rules. From the organization’s perspective, there are reasons for taking this tough position.

Back in October, then-chief executive Mark Robinson explained that Mo'unga’s agreement included certain conditions because he chose not to commit to a longer-term contract. If he had agreed to stay for more than 18 months, New Zealand Rugby would likely have allowed him to return to All Blacks duty sooner under more flexible eligibility guidelines.

Rugby World Cup Final: NZ Rugby Maintains Firm Eligibility Stance

When asked this week whether the organization had reconsidered its stance, a spokesperson confirmed that nothing had changed. Still, many observers believe flexibility could be important, especially with a new coaching setup and a World Cup campaign approaching. Adjusting the rules slightly could strengthen the team at a critical stage.

There is also the possibility that recent leadership changes could influence future decisions. Mark Robinson stepped down as chief executive on December 31 and has not yet been permanently replaced.

Rennie Eyes Early Return for Key All Blacks Duo

Steve Lancaster is currently serving as interim chief executive, and any new long-term appointment could bring fresh thinking to the eligibility debate. Coaching changes have also added to the shifting landscape. Scott Robertson stepped away from the All Blacks coaching role in mid-January.

And Dave Rennie was officially appointed as the new head coach on March 4. At the same time, high-performance boss Mike Anthony left New Zealand Rugby and has since taken up a role with English Premier League club Brighton.

Rennie wasted no time in making his priorities clear after taking charge. During his very first media appearance as All Blacks coach, he spoke openly about his desire to include experienced lock Brodie Retallick in the national squad. Retallick currently plays for Rennie’s club team in Japan.
