Southeast Asia's digital infrastructure map is being redrawn, and Malaysia is holding the pen.

The country's data center market, valued at USD 6.15 billion in 2025, is projected to reach USD 11.40 billion by 2031, growing at a CAGR of 10.85%. That growth isn't accidental. It's the result of deliberate positioning, favorable economics, and a surge in global demand for AI and cloud computing.

Why Malaysia, Why Now

For years, Singapore dominated as Southeast Asia's primary data center hub. But rapid expansion eventually strained its power grid, leading to a moratorium on new data center developments from 2019 to 2022. During that pause, demand for cloud and digital services didn't slow down; it accelerated.

Malaysia, particularly the Klang Valley region anchored by Kuala Lumpur and Cyberjaya, stepped in to absorb that unmet capacity. Lower land costs, more affordable energy, and a strategic geographic position made it a logical alternative.

... USD 8 million to USD 10 million per megawatt, meaningfully lower than comparable Singapore projects. Even with projected annual increases of 5% to 7%, the cost advantage remains significant.

Cyberjaya Still Leads, But Johor Is Surging

Cyberjaya remains Malaysia's top data center destination. With more than 22 existing facilities and 9 more in the pipeline, it continues to attract hyperscale operators and dedicated cloud regions.

However, Johor has emerged as one of the fastest-growing data center markets globally. Its proximity to Singapore creates a low-latency advantage that's highly attractive to businesses serving the Singapore and ASEAN markets. As of November 2025, Johor's total upcoming power capacity stands at around 4.0 GW, with approximately 700 MW under active construction and 3.3 GW in the planned or announced stages.

Who's Building Here

Established players like Bridge Data Centres, YTL Data Center Holdings, AirTrunk, Princeton Digital Group, and Vantage Data Centers anchor the market. Alongside them, a wave of new entrants including BRIGHTRAY, DAMAC Digital, EdgeConneX, NEXTDC, ST Telemedia Global Data Centres, and STACK Infrastructure are entering to capture growing demand.

Global tech giants are investing too. Microsoft announced plans in November 2025 to establish a second cloud region (Southeast Asia 3) in Johor, featuring three availability zones. NTT DATA unveiled plans for a six-building data center campus in Johor, with the first facility expected by 2027.

The Policy Layer

Malaysia's government is actively shaping the sector. The Malaysia Digital Economy Corporation (MDEC) promotes Green Data Center Guidelines encouraging energy-efficient infrastructure and sustainable cooling. Large-scale developments must undergo Environmental Impact Assessments.

In July 2025, Malaysia introduced new power tariffs for data centers, following a December 2024 announcement. These tariffs are expected to raise energy costs by 10% to 14%. Facilities exceeding 100 MW fall under the ultra-high voltage category, potentially adding USD 15 million to USD 20 million in annual expenditure. This has prompted operators to reassess and diversify their energy sourcing strategies.

The Bigger Picture

Malaysia's rise in the data center sector reflects a broader regional shift. As AI workloads grow, latency sensitivity increases, and cloud adoption deepens across Southeast Asia, the demand for reliable, scalable, and cost-effective infrastructure will only intensify. Malaysia, with its combination of strategic location, infrastructure investment, and government support, is well-positioned to meet that demand head-on.
