America is in the middle of a building boom — not of highways or skyscrapers, but of the digital infrastructure that powers artificial intelligence, cloud computing, and the modern economy. The U.S. data center construction market, valued at nearly $84 billion in 2025, is forecast to hit $154 billion by 2031. What's driving that growth, and what does it mean for the country's technological future?
AI Is Rewriting Infrastructure Demand
The clearest force reshaping data center construction is artificial intelligence. Large language models, GPU-based training clusters, and real-time inference systems require a fundamentally different kind of facility than traditional enterprise IT — one with far greater compute density, power capacity, and thermal management capability.

A telling example: Lambda, a cloud provider focused on AI infrastructure, is converting a vacant Kansas City facility into an AI factory powered by more than 10,000 NVIDIA Blackwell Ultra GPUs. Projects like this illustrate how quickly the nature of data center demand is evolving.
The Cloud Migration Effect
Beyond AI, enterprises are moving workloads off on-premise servers and onto public and hybrid cloud platforms at an accelerating pace. This migration isn't slowing anytime soon. Companies need scalable infrastructure that can handle real-time application demands, meet data sovereignty regulations, and support workforces spread across geographies.
The result is sustained, structural demand for new data center capacity — not just from hyperscalers like AWS and Google, but from enterprises building their own dedicated footprints. Construction costs in the U.S. range from $9 million to $14 million per megawatt depending on location, which is pushing operators to carefully evaluate where they build, prioritizing markets that offer power availability, affordable land, and favorable regulatory conditions.
Cooling: The Hidden Engineering Challenge
As power density inside data centers climbs — driven directly by AI workloads — thermal management has become one of the most pressing engineering challenges in the industry. Traditional air-cooling systems are struggling to keep pace with the heat generated by high-density GPU clusters.
Liquid cooling is rapidly emerging as the answer. Rather than using air to dissipate heat, liquid cooling solutions circulate fluid directly to heat-generating components, dramatically improving efficiency. Major operators including Equinix, Digital Realty, Microsoft, Meta, and CyrusOne are already deploying these systems at scale.
The scale of investment in cooling infrastructure is striking. In late 2025, Switch and Schneider Electric finalized a $1.9 billion cooling supply agreement — the largest of its kind in North America — covering prefabricated power modules and advanced chiller systems across Switch's facilities.
Innovation is also transforming the electrical side of the equation. Cleaner generator fuels, next-generation UPS batteries using sodium-ion and nickel-zinc chemistries, and modular power distribution systems are all gaining traction as operators seek to improve efficiency and reduce environmental impact.
Where the Building Is Happening
The Southeastern U.S. — led by Virginia — is projected to hold the largest share of data center power capacity by 2031, accounting for roughly 32% of the national total. Virginia's Northern region has long been the world's densest concentration of data centers, and that dominance shows no sign of fading. In the first nine months of 2025 alone, filings were submitted for 54 new data center projects in Virginia.
Texas and Arizona dominate the Southwestern market, together accounting for over 90% of that region's data center investment. Both states offer strong power infrastructure, available land, and business-friendly regulatory environments that attract hyperscale operators.
In the Northeast, the New York–New Jersey corridor remains in high demand, driven by its role as a financial and connectivity hub. Vacancy rates in the market have fallen below 6%, a sign of just how tight supply is relative to demand.
The Western U.S. is also drawing major investment. Meta is constructing an $800 million AI-optimized facility in Cheyenne, Wyoming — a 715,000-square-foot campus on nearly 1,000 acres designed to handle high-performance AI workloads.
The Investors Shaping the Market
The list of players committing capital to U.S. data center construction reads like a who's who of global technology. Apple, AWS, Google, Meta, Microsoft, Equinix, Digital Realty, and NTT DATA are among the hyperscalers and colocation giants driving the market. Alongside them, a growing cohort of emerging players — from Ada Infrastructure to Lambda to Prometheus Hyperscale — is intensifying competition and pushing innovation.
AWS's planned $10 billion investment in two data centers in Madison County, Mississippi, exemplifies the scale at which these commitments are being made. Projects of that magnitude don't just expand digital infrastructure — they create thousands of construction jobs and anchor long-term regional economic development.
