India's Data Center Market: A Digital Infrastructure Revolution At Scale

From Emerging Market to Global Destination
India is no longer simply a promising data center market. It is becoming one of the most consequential digital infrastructure investment destinations in the world. The country's data center market, valued at $9.79 billion in 2025, is projected to reach $21.03 billion by 2031, growing at an annual rate of 13.59%. Behind that trajectory is a convergence of forces that few markets can match: a vast and rapidly digitizing population, accelerating cloud adoption, surging AI compute requirements, and a government that has made digital infrastructure a national priority.
With 132 existing facilities, 81 more in the pipeline across 25 locations, and some of the world's largest technology companies committing multi-billion dollar investments, India's data center story is moving at speed.

Government Policy: Creating the Conditions for Investment
Few factors have done more to accelerate India's data center market than proactive government policy. The Union Budget 2026 delivered a landmark signal to global investors: a long-term tax holiday until 2047 for foreign cloud ...
... companies operating global services through India-based data centers, combined with a 15% safe harbour margin for related entities. For hyperscalers and colocation operators evaluating decade-long capital commitments, this level of tax certainty is a compelling differentiator.
Broader digital-first programs including DigiLocker, broadband highway development, digital literacy initiatives, and AI-enabled platforms like Arogya Setu are simultaneously expanding the base of digital service consumption that drives data center demand. As more government services, healthcare delivery, financial transactions, and educational activity move online, the infrastructure required to support them must scale in parallel.

AI-Ready Infrastructure: The New Benchmark
Artificial intelligence is reshaping what data centers in India need to look like. Traditional colocation facilities designed around modest power densities and standard server configurations are giving way to AI-ready campuses built around GPU clusters, high-density racks, liquid cooling systems, and elevated power capacities.
A major MoU signed in 2026 to develop a 100 MW AI-ready data center in Bharat Future City, Telangana, backed by an investment of approximately $552 million and integrated with renewable energy, illustrates where the market is heading. RackBank's first phase of its Nava Raipur campus is expected to deliver around 80 MW of capacity and will incorporate significant GPU-driven computing infrastructure once fully operational, scaling to approximately 160 MW in total.
NVIDIA hardware is becoming a standard specification for India's most advanced facilities. Sify Technologies has adopted NVIDIA DGX A100 systems, while RackBank has deployed NVIDIA H100, A100, and GB200 GPUs. Sify has also become the first data center in India to achieve NVIDIA DGX-Ready Data Centre certification for liquid cooling, a benchmark that reflects the increasing sophistication of the country's infrastructure.

Cooling Innovation: Tackling the Heat of Growth
As AI workloads drive power densities higher, traditional air-cooled data center designs are reaching their limits. Liquid cooling is rapidly becoming the technology of choice for high-performance facilities, offering superior thermal transfer properties that allow far greater computing density within the same physical footprint.
CtrlS Datacenters launched the first phase of its Kolkata campus in August 2025 using liquid cooling technology as its primary heat management system. Sify Technologies is deploying liquid cooling across its facilities, including systems designed to support approximately 130 kW per rack at its Mumbai campus. Johnson Controls added further momentum to this trend in November 2025 with the launch of its Silent-Aire Coolant Distribution platform, designed specifically to deliver scalable liquid cooling capacity for Indian data centers.
Water availability is expected to become an increasingly important consideration as the market grows. Operators are actively exploring water-efficient cooling approaches to manage consumption, and liquid cooling's lower water usage compared to traditional evaporative systems is another factor accelerating its adoption.

Renewable Energy: Sustainability Becoming Standard
India's data center operators are making substantial commitments to renewable energy. CtrlS Datacenters signed an MoU with NTPC Green Energy Limited in November 2025 to develop a renewable energy project with approximately 2 gigawatts of capacity, one of the most significant clean energy commitments by any data center operator in the country. The 100 MW Telangana facility also integrates renewable energy as a core design principle rather than an afterthought.
These commitments reflect both genuine sustainability ambition and practical necessity. As power demand from data centers grows, securing long-term access to affordable, reliable electricity requires engagement with renewable energy markets that can deliver at scale.

Geographic Expansion Beyond the Traditional Hubs
Mumbai, Navi Mumbai, Hyderabad, Chennai, and Pune remain the primary concentration points for India's data center industry, supported by established connectivity infrastructure, reliable power grids, and deep talent pools. Equinix, NTT DATA, ST Telemedia Global Data Centres, CtrlS, and Nxtra by Airtel are among the major operators anchoring these markets.
The pipeline is also pointing toward geographic diversification. The Telangana campus, the Nava Raipur development, and the new Kolkata facility all represent growth beyond the traditional top-tier cities. As land and power constraints tighten in established markets, secondary cities with favorable infrastructure and policy environments are increasingly attractive to operators planning large-scale campuses.

Connectivity: The Cable Infrastructure Supporting the Market
India's submarine cable connectivity has strengthened considerably, with approximately 18 operational systems as of October 2025, including major networks such as 2Africa, AAE-1, and Tata TGN. Several additional cable projects are expected to become operational between 2025 and 2027, improving international bandwidth capacity and reducing network redundancy risks.
This connectivity infrastructure is essential for cloud providers and enterprise customers who depend on low-latency links to global networks. India's position as a landing point for cables connecting Asia, the Middle East, Africa, and Europe reinforces its attractiveness as a regional digital hub.

A Deep and Expanding Ecosystem
India's data center market is supported by a rich ecosystem of operators, cloud providers, IT infrastructure vendors, construction firms, and support infrastructure companies. AWS, Google, Microsoft, Oracle, IBM Cloud, and Tencent Cloud all operate dedicated cloud regions in the country. IT infrastructure providers including Cisco, Dell Technologies, NVIDIA, Arista Networks, and Lenovo supply the hardware powering India's growing fleet of facilities.
Construction contractors including Larsen and Toubro, AECOM, KEC International, and Shubham EPC are actively building the campuses that will define the market's supply side through the forecast period.
