This is due to the basis that the Certificate of Sponsorship (CoS) has already been used for applying for a Tier 2 or Skilled Worker visa. Once this is used or assigned it can never be re-used. It is specifically unique to the application.

If your previous application has been refused, your proposed employer may be able to obtain a new CoS from the Home Office unless your employer has already been allocated more than 1 CoS from the Home Office.
