Elevated Work Platforms (EWPs) are widely used across construction, maintenance and industrial projects. In New South Wales, licensing requirements depend on the type of equipment — not just the working height.

Understanding this distinction is essential for compliance.

The 11-Metre Rule Applies to Boom Lifts Only

In NSW, a High Risk Work Licence (WP class) is required when operating a boom-type elevating work platform with a boom length of 11 metres or more.

The relevant nationally recognised unit is TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more).

If the boom lift is capable of reaching 11 metres or higher, a WP High Risk Work Licence is required, regardless of whether it is used at full height.

Scissor Lifts and Vertical Lifts

Scissor lifts and vertical lifts do not require a High Risk Work Licence in NSW, even if they are capable of reaching heights greater than 11 metres.

There is no height-based licensing restriction for these types of platforms under current NSW high-risk work legislation.

Understanding this difference helps employers and operators maintain compliance while ensuring safe workplace practices.
