The welding process of railway vehicles and components is described in the EN 15085 standard. The EN 15085-2 certificate is required for enterprises that manufacture, repair, and/or revise railway cars and parts. The EN 15085-2 certificate certifies that the welded manufacturing, welding coordinators, welders, and welding operators satisfy international standards. An Accredited Body must license a certification organization that performs EN 15085-2 certification services by the EN ISO 17065 standard.

The quality criteria of the producer who realizes the welded production of railway vehicles, their components, and sub-assemblies are established by the EN ISO 3834 standards, under the EN 15085-2 standard. As a result, EN 15085 certification must be combined with EN ISO 3834 certification. Many materials are manufactured using the melting welding process. Most welded manufacturing procedures are critical components of production processes. As a result, control activities must be carried out. The quality of welding production must be guaranteed by the Quality Management System. A product's quality control must be assured ...
... during the production phase. Serious damages may arise if you are late for these operations.

Levels of certification are included in the EN 15085 standard's fourth section. These values are determined by the welded joints' welding performance class. The EN 15085-2 standard must be used to determine the certification level before the start of the certification studies. According to the standard, there are four separate certification levels:

• For businesses that produce equipment and rolling stock, level CL1 is for welded joints with welding performance categories A to D.
• For businesses that manufacture rolling stock equipment, level CL2 is for welded joints with welding performance classes ranging from C2 to D.
• Level CL3 is for businesses that produce rolling stock equipment with welded joints that meet welding performance class D.
• Businesses that create, acquire, or sell rolling stock fall under the CL4 category.

The following is how the welding performance classes are defined by EN 15085:

• Only fully penetrating and immediately accessible welds in production and maintenance activities are eligible for CP Class A.
• Only fully penetrating and immediately accessible welds in production and maintenance activities fall under the high safety level known as Class CP B1.

• Class CP B2 is a medium safety category that is used when volumetric testing and full penetration welds are not an option. In maintenance and production activities, it should be possible to test for surface cracks.

• Except for fully penetrating welds and volumetric testing facilities, the CP C1 class is applicable. In maintenance and production activities, it should be possible to test for surface cracks.

• All forms of welding are covered under the CP C2, C3, and D classes without any additional conditions. When producing something, only visual control is necessary.

The EN 15085 Certification Requirements

The fifth section of the EN 15085-2 standard and its annexes lists the requirements for the certification levels for businesses that produce welded goods. Quality criteria are the first requirement. Businesses must demonstrate that they are adhering to EN ISO 3834-2, EN ISO 3834-3, and EN ISO 3834-4 standards to comply with the standard.

Ensuring the proper quality level in the production activities of businesses that produce railroad vehicles and their components is the goal of EN 15085 certification. Businesses with this certificate have demonstrated their proficiency on the following matters both at the time of certificate issuance and throughout the yearly interim audits that take place during the certificate's three-year validity period:

• The applicable welding method approvals and welding standards are followed by welding processes.
• The individuals doing the welding job must be qualified and certified.
• Controlled welding operations are carried out by relevant EN 15085 & ISO 3834 documents including the welding sequence plan and the source control plan.
• Appointing a trustworthy welding engineer as the welding coordinator who has the power to make decisions apart from production
• Using information from the design, determine the welding performance class.

Personnel requirements are the second requirement. The size, capacity, production volume, and number of subcontractors of the company should all be taken into consideration when determining the number of resource coordinators needed. The responsibilities and powers of the resource coordinators must also adhere to the standard. The organization chart must include coordinators, and they must also receive certification body approval. Resource coordinators should also have decision-making authority. By the way, if the resource coordinator is not an employee of the company, the standard's requirements must be followed. According to the relevant regulations for the material group, connection type, and size, there should be at least two welders for each welding procedure. Additionally, the business needs inspectors.

Equipment needs are the third criterion. The business's workspace must be adequate in size and quality to guarantee that the welding work is accurate, dependable, of a high calibre, and that it displays continuous performance. The details of the welding process are another need. The EN 15085-2 standard states that for all welding performance classes, from CP A to CP C3, the Welding Procedure Specification must fall under the purview of the EN ISO 15607 standard.
