Russian President Vladimir Putin has made his second visit in two months to the command posts of the Kremlin’s forces fighting in Ukraine, as the war enters its 14th month. The visit is seen as an attempt to rally his troops and display his authority ahead of a possible counteroffensive by Ukraine with Western-supplied weapons. The locations of the military headquarters have not been disclosed, making it impossible to assess how close they are to the front line, and the authenticity of the video footage has not been verified.

The war in Ukraine has become largely deadlocked in recent months, with heavy fighting around the city of Bakhmut, which has been the stage for the longest and bloodiest battle of the conflict. The annexation of Kherson and Luhansk by Russia in September, following local referendums denounced as shams by Ukraine and the West, has left large parts of Donetsk, Kherson, and Zaporizhzhia, as well as some areas of Luhansk province, under Ukrainian control.
