It is nothing but a non-migrant visa that allows you, as a foreign national, to enter The United States of America to receive training in a U.S. company. It is commonly termed a “training visa” and allows you to enter the U.S. for two years.
The sole purpose of the H3 visa is to make it easy for U.S. employers to bring staff into the country for specific job training. However, the training should be such that it is unavailable in the trainee’s country.

Unfortunately, no, you may reapply or extend for H3 Visa. Once you have completed your maximum span of stay, later you are supposed to leave the country. There are no extensions provided for H3 visa holders.

Changing Status On an H3 Visa
You may apply for the status change on your H3 visa in case you get hired. In such a situation, your employer will sponsor your change of status by filing the USCIS Form I-129, Petition for Nonimmigrant Worker status. This petition will change the visa status to H1B or TN visa.
Ensure that your employer also files a petition for your spouse and children. They are required to file Form I-539, Application to Extend or Change Nonimmigrant Status.
