In this case, proof means that there are 200 parts per thousand (PPM) of Alcohol by Volume present in the finished product.
The majority of 200 proof grain alcohol currently available on the market is produced using wheat as its base substance. To make Proof Grain Alcohol, brewers first malt the chosen grains and then combine them with water.
