Several workplaces comprise areas that are measured "confined spaces" because while they are not essentially designed for people, they are large enough for workers to enter and perform certain jobs. A confined space also has restricted means for entry or exit and is not designed for constant occupancy. Confined spaces contain, but are not limited to, tanks, vessels, silos, storage bins, vaults, pits, manholes, equipment housings, ductwork, pipelines, etc.
What is a Confined Space?
Occupational Safety and Health Administration, a confined space is an area large enough to fully enter or perform certain jobs. Apart from the OSHA criteria, confined spaces are well-defined across countries or regions as follows:
NIOSH Confined Space: Based on the description of the National Institute for Occupational Safety and Health, a confined space denotes to a space which, by design, has limited openings for entry and exit, unfavorable natural ventilation which could produce unsafe air contaminants, and which is not intended for constant worker occupancy. While OSHA applies regulations, NIOSH delivers research-based recommendations ...
... to prevent work-related damages. Hence, it is empirical that NIOSH contains the element of “unfavorable natural ventilation”.
HSE Confined Space: The Health and Safety Executive describes that a confined space is a place which is significantly enclosed, and where serious damage can occur from substances or conditions within the space or near. While OSHA and NIOSH specify that a confined space is not intended for constant worker occupancy, the HSE emphasizes that a confined space safety does not only contain substances within the area, but also around it.
CCOHS Confined Space: CCOHS explains that a confined is a fully or partially enclosed space that is not chiefly intended for constant human occupancy and has restricted entrance or exit, or a configuration that can complicate first aid, rescue, evacuation, or other emergency response activities. Though, the CCOHS adds that a confined space is a fully or partially enclosed space that can represent a risk for the health and safety of anybody who enters, due to more of the following factors:
• Its design, structure, location, atmosphere.
• The materials in it.
• Work activities being carried out in it.
• The mechanical, procedure, and safety hazards present.
Safe Work Australia Confined Space: According to the explanation of Safe Work Australia, a confined space is determined by the risks associated with the precise situation—not just because work is performed in a small space. As the Australian government statutory body for rising national policy relating to work health and safety and workers’ compensation, SWA pressures that risks in a confined space are not always apparent and may change from one entry point to the next.
Requirements:
The OSHA confined space standard describes the requirements for permit-required confined spaces in detail. Usually, listed below are some OSHA confined space requirements:
• Estimate the workplace to determine if any spaces are permit- required confined spaces.
• Inform exposed employees if the workplace covers permit spaces.
• Take effective measures to prevent employees from entering the permit spaces if employers decide that employees will not enter permit spaces.
• Grow and implement a written permit space program if employers decide that employees will enter permit spaces.
• Use alternative procedures for entering a permit space under certain situations.
• When there are changes in the use or configuration of a non-permit confined space that might rise the risks to entrants, revaluate that space and, if needed, reclassify it as a permit-required confined space.
• A space classified by the employer as a permit-required confined space may be reclassified as a non-permit confined space under precise measures.
• When an employer assembles to have employees of another employer accomplish work that includes permit space entry, the host employer should follow the established protocol.
• In adding to complying with the permit space requirements that apply to all employers, each contractor who is retained to perform permit space entry operations should obey to the given process.
Confined spaces are more dangerous than normal workplaces. The surrounded nature of the confined space makes it more susceptible to dangers. Even a minor mistake or oversight while working in a confined space can result in a deadly accident. Either offline or online confined space safety training given to the workers can be an effective way to deliver knowledge and awareness of safety associated with confined spaces, and hence, useful to improve occupational safety and health of workers where entry/ work in confined space is essential. Such training minimize the risk of the accidents and critical issues during working at confined spaces. Thus, the workers trusted to work in confined spaces, their supervisors, rescuers as well as employer must be fully aware of the confined spaces, risks associated with them, safe work practices and precautionary measures etc.
