To open the Run accessory, hold the Win and R buttons altogether on the keyboard.
After that, enter ‘services.msc’ into it and press the OK button.
You will get a Services screen and then find the Security Center option.
Once you get right click on it then choose the Restart button.
Once you reboot the needed services check whether the issue with Windows Defender is fixed.
Modify the Group Policy

To invoke the Run accessory, press the Win and R buttons altogether on the keyboard.
Thereafter, type ‘gpedit.msc’ into it and hit the OK button.
Once invokes the Group Policy Editor screen, reach the left panel and go to the pursuing path: Computer Configuration/ Administrative Template/ Windows Components/ Microsoft Defender Antivirus
Go to the right-hand side panel and twice click on the ‘Turn off Microsoft Defender Antivirus’ option.
Finally, choose the ‘Not Configured’ option and hit the Apply and OK buttons to apply the changes.
Change the Registry via the Registry Editor
To change the registry via the registry editor, pursue these on-screen directions given below:
Launch the Run accessory by holding the Win and R keys simultaneously on the keyboard.
Then type ‘regedit’ into it and hit the OK button.
Once launched the ‘Registry Editor’ screen, reach to this key inside the left pane: HKEY_LOCAL_MACHINE/SOFTWARE/Policies/Microsoft/Windows Defender
Go to the right panel and check ‘DisableAntiSpyware DWORD’ then twice click on it.
In case the DWORD is not applicable, then right click on the right panel and select the New option.
You should click on the DWORD (32-bit) Value through the menu.
Finally, set the Value data to 0 and hit the OK button to apply the changes.
