The United Arab Emirates requires all citizens and individuals of the Gulf Cooperation Council states and residents on its land to obtain the Emirates ID card issued by the Federal Authority for Identity and Nationality. The documents required to issue an ID card for a citizen
A personal photo (4.5 x 3.5 cm) with a white background for those under the age of 15, senior citizens and people of determination whose health condition does not allow them to reach the service centers and have medical reports proving this
Original birth certificate for those younger than 15 years old
A parent's passport or Emirates ID (younger than 15 years old)
A social security certificate attested by the Ministry of Community Development (for social security beneficiaries) to be exempt from ID card issuance fees
A valid medical report issued by the Ministry of Health or health authorities in the UAE to exempt people of determination or senior citizens from ID card issuance fees
The original agency certificate for the person acting on behalf of the customer in the event that the person concerned does not appear personally and the application is submitted by a third party
* Note: Issuing an ID card for a period of 10 years is limited to those under 5 years old and those over 15 years old.

Original birth certificate for those under 15 years old

The original diplomatic/consular card/membership card of international organizations for the category of heads and members of diplomatic and consular missions and international organizations located inside the country to be exempted from ID card issuance fees
A valid medical report issued by the Ministry of Health or health authorities in the UAE to exempt people of determination or the elderly from ID card issuance fees
The original agency certificate for the person acting on behalf of the customer in the event that the person concerned does not appear personally and the application is submitted by a third party
