According to Drugs and Cosmetics Act 1940 and Rules 1945, a cosmetic is any article needed to be rubbed, sprinkled, sprayed, poured or introduced or otherwise applied to the body of a human or any other part for cleansing, promoting attractiveness, altering, beautifying and also includes any article that can be used as an important component of cosmetic.

All cosmetic products in India are under cosmetic regulatory compliance or strict regulation of Drug and Cosmetics Act 1940 and the labelling declarations are controlled by the Bureau of Indian Standards. It sets every standard for all cosmetic products.

One such cosmetic product is the Hair colour manufacturers of which have to follow the strict regulatory compliances of labelling. All hair colours consist of dyes, pigments as well as colours. Those hair colours contain para-phenylenediamine or any other kind of dyes must be labelled and must appear in both the inner as well as outer labels. The product should not be used for colouring eyelashes or the eyebrows and its uses might cause blindness. The package should contain all information in both English as well as local languages. For conducting extensive tests, an initial test must be done to know if any special sensitivity is there. For doing the test first a small skin area is cleaned either behind the ear or upon the forearm inner surface by using soap or water or alcohol.

Now a small amount of the hair dye is made for use in the area and then it is allowed for drying. After twenty-four hours, the area is washed with soap and water. If there is no irritation, it is assumed that there is no hypersensitivity to the dye. However, the test must be carried out before every application of the hair colour.
