A blade that will not cut may not be the proper one. The operator should observe the segments on the diamond blade to find out the exact reason why it is not cutting. Knowing as much as possible about the concrete can be advantageous to the cutting operator and the tool manufacturer. If the surface of the segment is quite smooth and the diamonds are not extending beyond their limits, then the diamond bond combination is not right for the application.
