There should be a deliverable associated with each work package, and someone should be responsible for its quality, schedule, and budget. Essentially, you are determining all of the work and deliverables that must be completed in the project. To do this, you develop a hierarchy from the top down, starting with the project, the deliverables, and then the associated work packages. This can be done via a tree diagram or via an outline-type approach.

A typical WBS in a tree diagram can look like this, where the project is listed at the top, then each deliverable branches off of the project, then each work package branches off of the deliverables. In an outline approach, the WBS may look like this, where the project title is item 1, the first key deliverable or phase is item 1.1, indented, under the project title, and the work packages for that key deliverable are 1.1.1 and 1.1.2, indented, under the item 1.1. The second key deliverable or phase would then be item 1.2, and the associated work package would be 1.2.1. The WBS must include all the work required to deliver the project. Depending on the size and complexity of the project, you could have more or fewer levels than shown in our examples and more or less work packages and deliverables.
