DVSA also tests your vehicles with an MOT test to clear them fit for being on the roads. This testing is done to check if the vehicle complies with environmental standards set by the government or not.
In conclusion, DVLA governs the licenses while DVSA governs standards for a vehicle. Moreover, it is good to have knowledge of both so you where to contact in case of a problem.
