New Policy of Refractories Industry

Ministry of Industry and Information Technology of PRC issued Several Opinions on Promoting Healthy and Sustainable Development of Refractories Industry (Hereinafter, the Opinions) on Feb. 21, 2020, in order to enhance refractories industry management and guide sustainable and healthy development, which is the first time for China refractories industry as the independent industry to issue the Opinions by government within 64 years development.

The Opinions put forward eliminating refractory clay clinker rotary kiln with single production line capacity less than 30,000 tons per year and comprehensive energy consumption of standard coal higher than 240 kg per ton, tunnel kiln with single production line capacity less than 20,000 tons per year and comprehensive energy consumption of standard coal higher than 285 kg per ton; eliminating caustic calcined magnesia reverberatory with effective volume less than 18m3 and comprehensive energy consumption of standard coal higher than 330 kg per ton, dead burned magnesia shaft kiln with effective volume less than 30m3 and magnesia electric ...
... melting furnace with transformer power less than 1400 KVA; eliminating brown fused alumina common smelting furnace with transformer power less than 3000 KVA and brown fused alumina fixed furnace with transformer power less than 4000 KVA; and eliminating silicon carbide smelting furnace with transformer power less than 3000 KVA.

The United States canceled anti-dumping duty of China silica bricks and shapes.

The United States International Trade Commission (USITC) determined that a U.S. industry is neither materially injured nor threatened with material injury by reason of imports of silica bricks and shapes from China that the U.S. Department of Commerce has determined are sold in the United States at less than fair value. All six Commissioners voted in the negative.

Imports of silica bricks and shapes from China were estimated at 25.7 million U.S. dollars in 2012, according to the Commerce Department.

The Commerce Department launched the investigation on Dec. 2012, in response to a request of Utah Refractories Corporation, a refractory manufacturer based in Utah state. Then the department made final determinations in Nov. 2020 that Chinese exporters and producers sold these products below the fair value in the U.S. market at dumping margins ranging from 63.81% to 73.10%.

The standard establishment of Admittance Conditions of the Refractories Industry get improved.

The National Symposium on Admittance Conditions of the Refractories Industry was held by the Association of China Refractories Industry (ACRI) on July 10. Commissioned by MIIT, ACRI would further revise and improve “the Admittance Conditions of Refractory Materials and Products”.

Some refractory producers had to close down.
