Right to Public Service (RTPS) is a statutory law that facilitates the citizens of India to avail government services online on one portal. The step is taken to ensure a more transparent and responsive government. Through this act, a time-bound delivery of public service is guaranteed to the citizens and any government servant who fails to render the service will be punished under the statute. People simply need to register into this online portal to have access to all the services offered by the government and seek benefits conveniently. RTPS intends to eliminate the corruption that prevails amongst government officials and departments and boost public accountability. Madhya Pradesh was the first state to enact this right and was soon followed by Bihar. Other states, including Kerela, Uttar Pradesh, Haryana, West Bengal, Jharkhand, Punjab, Maharashtra, Uttarakhand, Odisha, and more soon introduced similar acts. Features of Bihar RTPS

It was introduced in the state on August 15, 2011, for giving the services within the stipulated time.

The citizen seeking the services will be provided with a receipt that affirms the use of the portal.

In the first stage, 10 offices and 50 administrations were selected.

The citizen will receive a message to notify when the services are still not delivered.

If service is not rendered with the stipulated time, then there is a provision of 2 level appeal.

The services listed in the act include land related services, caste/domicile/income certificate, driving license, ration card, scholarship, pension scheme.

The government departments that are part of the RTPS act are Transport, Revenue & Land Reforms, Social Welfare, Food & Consumer Protection, Registration, Commercial Tax, Home, General Administration, Education.

Procedure to Seek Service Through RTPS Portal

In Bihar, the estimated time to issue the requested certificate is 10-15 days starting from the time of application submission.

The residents of the state have to follow the given procedure to register themselves. Have a look:

Step 1: Visit the online portal of RTPS Bihar to have access to this act and avail the public services.

Step 2: Next, the person needs to login to the portal by entering the id, password, and click the “Submit” button given on the screen.

Step 3: After this, he is eligible to apply or request for any given services that are available there.

Step 4: To seek the service online, click “Apply Online” option that you can see on the home page.

Step 5: Then you have to agree with the Terms and Conditions that are displayed on the screen and proceed to the next page.

Step 6: Now, select the place from where you want to get your certificate.

Step 7: Here, you will have to fill in some other details, such as Name (Hindi & English), required certificate and contact or mobile number.

Step 8: As you will click the “Next” button, you will receive a verification code on your registered mobile number.

Step 9: Enter the verification code and you will be redirected to another page where you have to fill in some mandatory details.

Step 10: Once you give all the specifications on the application form, you will land on the page for online payment. There will be various modes of online payment, such as Credit/Debit Card, Net Banking. Select the one that suits you for further process.

Step 11: Lastly, you will get an application ID which will be the acknowledgement for your reference.

This online portal allows you to track the status of the application. For this, click the “Application Status” link, enter your application number and you will get the latest updates.

Finally, download your domicile certificate by visiting the official web portal and selecting “Certificate Web copy” option. Enter your reference number and print the certificate.
