Is Freelancing Something That Is Considered Entrepreneurial?

No, freelancing is a different form of work unrelated to entrepreneurship.

Entrepreneurship has been delineated because the "capacity and disposition to develop, organize and manage a business venture together with any of its risks so as to form a profit.
While definitions of entrepreneurship typically specialize in the launching and running of firms, thanks to the high risks concerned in launching a start-up, a big proportion of start-up businesses have to close due to "lack of funding, dangerous business selections, associate degree financial condition, lack of market demand—or a mix of all of those.”

Entrepreneurship is concerning launching a dangerous undertaking whereas revenue is at first not generating profit.
The initial investment is high. Time spent does not result in rewards (directly speaking).

Freelancing is more straightforward. Every hour of work is billable. If you generally work more, you earn more (and vice versa).
You can’t scale while you sleep. You can’t 10x your income due to time constraints. Risks are lower, branding is still important, but your revenue is ...
... connected to your unique skill set - a specific service you offer.

Entrepreneurs follow a different curve. Months, or even years, are invested upfront in exchange for little to no profit (often resulting in loans and hopes for funding). The nature of the work is extremely diverse - from sales and marketing through networking, product development, hiring (or outsourcing) to legal and accounting.
Entrepreneurs don’t get paid for a specific skill. They get paid proportionally to the success of their product and the ability to maximize revenue by minimizing costs.

Even solopreneurs can succeed by following the same process (on a smaller scale) by scaling the revenue stream. While freelancers have a cap on their time (and rates), entrepreneurs can scale sales and earn overnight, while traveling, and so on.

That’s not to say that entrepreneurship is easier or necessarily better. Just quite different.
