The high health care cost continues to be a significant problem in my community. The health care cost in US tends to be twice as much as in the rest of the developed world. The exorbitant medical cost in the country means that everybody should pay a lot for the health insurance. Because of the high cost, patients forego the recommended health care because they cannot manage to pay the out-of-pocket costs. It is also resulting to employers cutting back or eliminating the health benefits; thus, forcing more people into the ranks of uninsured. The high health care cost is causing financial problems for many people, and those people who live with chronic conditions tend to be vulnerable to problems paying their medical bills. The uninsured working people with chronic conditions tend to have problems accessing and paying for care (Blumberg, 2009). Even those people who have insurance and low income are more likely to have medical bill problems. In order to address the issue of high health care cost, I propose that we expand the health care savings account.

The heath savings account normally permits the enrollees to save money, which is tax-free, that they may use to cover the out-of-pocket expenses associated with their health care. The use of HSA normally encourages the use of health care through requiring beneficiaries to cover a lot of its upfront costs with their savings. HSA also provides a new and valuable health insurance option; hence, expanding the number of Americans with coverage. When considering the expansion of HSA, it will help in reducing the growth of the health care cost and increase efficiency of the health care system. It is essential to consider this proposal because HSAs normally encourage saving for the future expenses of the health care. It also provides the patient with the opportunity of getting the necessary care without a gatekeeper who will determine the benefits allowed. According to Hyman (2007), the expansion of HSA normally makes consumers more responsible for their health choices.
The high health care cost is the main reason as to why people fail to get appropriate health care; hence, with the savings account, it will encourage people to conscientious spenders on their health care. In return, it will drive down the overall cost of health care. It is an important proposal to help improve our health care system and ensure people receive the necessary health care they require. Remler & Glied (2005) state that the expansion of HSA may cost the government a lot of money. However, in the long-run, it will reduce the growth of health care cost in our community and also increase the efficiency of the health care system. The reason for proposing HSA is because it will help in reducing spending through making people conscious about their use of the routine medical care.
Assessment
The expansion of HSA plan is becoming a valuable and important coverage option for the employers and consumers. They offer important tools for supporting families and consumers in their healthcare decisions and also help them in saving for their health expenses. This proposal will have direct benefits to different areas of the economy. It will help in decreasing the health care cost. The proposal will also be beneficial in increasing the productivity of the economy through reducing morbidity and mortality rates. It is because more people in the community will be healthy enough so as to make a positive contribution to the community's economy. The proposal will get support from the medical practitioners because they tend to understand the negative impact of failure to receive health care needs. Hence, because people will be able to save for their health care and also control their spending, it will ensure that health providers can perform their duties without concerns regarding the patient’s financial ability.
Politicians will also support the bill because the issue of the high cost of health care has been a great agenda in the political sector. Thus, because the proposal enables people to be conscious of the health will, it will help policy makers and politicians to attain their goal by reducing the healthcare expenditure in the country.
Recommendation
In regards to my proposal, I would request that you find time in order to review the issue and also consider the proposal. The high health care cost continues to be a challenging issue in the community, and many people are suffering, as a result. Thus, I believe that expanding the health savings account will be beneficial to the people in my community as it will provide them with a chance of receiving proper health care attention.
